1. They are underage and know they are going to get declined.
2. They are on to something shady and dont want to be hold accountable...

Have you read about german data law? Lets assume Hetzner got hacked (It did happend before, but never those files) you can sue them for real €€€€€. At last, you do know Hetzner deletes your passport right after validation?
