A core plugin for factions

I'm looking for a CORE plugin for my factions server and I have a list of features that I want added to the plugin. Some of the features include but not limited to:

Making Hostile Mobs Passive.
Edit Mob's Health
No Fall Damage
Chunk Hopper
Teleport enemy to spawn if in enemy claim. (FactionsUUID)

I have a decent size budget, just name your price.
