A custom tournament plugin

How much would it cost to have a tournament plugin developed? Example of a Minecraft tournament here. I just want the features below completed.

* Squad/Party creation system.
* Works on a standalone server.
* Ability to build, rebuild and clear arenas.
* Bracket tournament system.
* Scoreboards changeable via yml file.
* Tab changeable via yml file.
* Messages changeable via yml file.
* Game control commands. (Ex. /starttournament, /endtournament, /setteamsize <number>, ect.)
* Kit creation via commands. (Ex. /setkit)
* Arena creation commands. (Ex. /arenapos1, /arenapos2, /setarena, ect.)
