A messaging System

Hello there, I am currently in need of a BungeeProxy Messaginf System.

What I would like is a plugin that will allow users to do:
/msg Name
/r
/mtoggle
/ignore user

What I would like is when it hovers over the user they can see information about them. Such as if they are on Skyblock they can see information regarding the playtime and stats.
