A plugin that can spawn/place end portal blocks in the end

I need a plugin that allows me to place end portal frames down in the end. An ender dragon can spawn an end portal in the end but you can place them yourself. Is there a way to fix this with a plugin.

You could do it by placing a different block i.e a glass pane but not sure if the OP wants that.

How would you spawn them in? They completely removed them from the game.

When the player places a certain block, the block can just be changed the an end portal.

Oh, sorry for not understanding that. I didn't realize that was what you meant
