A PvP mine

So I wanted to make something that my players will like and I got the idea (I know other servers have it) to make a mine where the mine (the build itself) is really big because all of that area will have pvp enable. The mine (to mine) will be small and will be located in the center. Players will have to fight others (if there's any players atm) to get to the mine when pvp will be disabled. The mine will have op items to mine so that players can rankup easily. But they can be killed when trying to. My budget for this is $20. Accepting pre-made mines but they must meet the requirements.

My friend did this on his server, its really cool. He made the shop one of the better shops so there was a reason to mine there.
