Well I can almost grantee that they did not do any of that, so I guess there best bet is contacting there card companyRefunding F&F is more simple than you'd think - disabled 2FA, purchase a Windows VPS, login to the PayPal on the VPS, make the purchase and then in a few days chargeback and claim it was unauthorized. PayPal will then see the new IP AS WELL as the new device and most likely be in their favour
Alternatively, they can use a credit card and contact their card claiming they were scammed and PayPal will be forced to issue a refund.
The best bet is to force them to take a screen recording of them paying via their PayPal balance. Even still, they can do this on a VPS and chargeback and claim as fraudulent activity.
Ultimately it depends on the value you're talking about...anything over $200 just use BTC
