So yesterday I was looking for Domains on my Hoster. After a while I found one and ordered it. Then the System said the registrar of the Domain is Not reachable and I have to wait. So I waited in the meanwhile I was on a another Hoster and also looked this Domain up it turns out it was a Premium Domain for 1000Euro but I paid only 16Euro at my Hoster for it. Now is my Question has my Hoster done a mistake. And has to give me this Domain? Or can he just cancel my order?

This would entirely depend on the provider you're purchasing from and the specific domain in question - without that information, anyone answering would simply be taking a stab in the dark at what might be going on.
Have you used tools such as Whois to check if it's registered? If it is, does the listed registrar match the specific registrar your provider is using, and does the listed register date match (or comes within a few days) of when you purchased the domain through your provider?
