A simple program

Hello!

I'm looking for a simple program. The program will just open up a windows, and whenever I press numpad 0 it will say "enabled" regardless of the window I am in. When I hit numpad 0 again, I would like it to say "disabled". Basically, I would like a cycle. Is there anyone here who can do it?
