It's just one of those things that a lot of people believe for some odd reason. Most people recommend against it simply because of the fact it's cash, anyone can use it. It's illegal to send cash, though only for illegal reasons. People probably heard the "Illegal to send cash" and completely ignored "for purposes of money laundering and other illegal activities", then it just started spreading from there.
