A way to Counter "Revenge Reping"

here at MC-Market I've noticed it latley that "revenge" repping is starting to become an issue once more and I've came up with a form of a method to reduce it's effect or negate it fully,


For Example lets do this

User 1 (The Target)
User 2 (The Negtive Rep Provider)


User 1 Decided to back out of a deal due to feeling uneasy, and then user 2 decides to attack the user via - repping his account, and then user 1 decides to "revenge rep" user 1.

and vise versa,

now what I feel that could fix this is simply add a cooldown of x amount of mins / secs before a user can do a negtive rep on a user, and if the user has done alot of negtive repuation giving their rep should be placed onto a moderation period where at moderator must review it and may or may not ask both partys to provide proof to either get the negtive rep removed or have it placed upon the user.

This is my view on the "Revenge Rep" situation Please Let me know your Suggestions!

This isn't a new thing, it's been like this for a long time. However, you can't really determine if member1 is only giving member2 a negative/neutral reputation simply because member2 gave member1 a negative/neutral reputation until there's been a reputation dispute regarding it.

Some people may see it as that, but there could be more to the story than what we see.

I see, I appreate for you looking into this a bit futher, I want to see what the other users have to say about this topic as well, as some of those threads appear to be "Dead"

(Or unless both sides put out all of the proof)
