1. don't use mcprohosting, I recommend Clovux for their reasonably negotiable prices for a server and reliable support through email and sometimes live chat.
2. The dragon riding really depends on what you want to use it for. I've seen servers with custom dragon riding plugins for a cool tutorial transportation. If you want players to actively use dragons as a means of transportation, I think you'll either need to optimize your server alot or get a reliable host with good specs and uptime (Not sure if Clovux 's hosting can handle 50+ players riding dragons simultaneously at 2 gb ram, i could be wrong

3. Cost I believe should be fair to appraise around $50 - 200 as many developers value their time differently for custom plugins such as these. Giving them APIs to work with I think could be helpful, but i myself am not a developer so don't quote me on that. I know that echopets has this capability for flying on enderdragons, but does not do the fancy block collision and worldguard protection etc.

I'd rather go with more well known server hosts. I know mcph isn't the best host but its proven to be reasonably durable and price really isn't too much of an issue with me for hosting a server. If I were to go for a minecraft host it would be OVH but they charge up to $500 a month for a single server, so for me its mcph or ovh. XD - btw kohi ran off of ovh, it landed them with the best potpvp server position.
Personally, calculating prices for a plugin gives me headaches, since its impossible to reasonable come up with an estimate unless you have the capabilities or at least know how to code plugins yourself. Sometime's I think that developing plugins makes more money then kids that graduate from harvard.
you're gonna get alot of hate from here and spigotmc for saying MCPH is "reliable" and your "goto servers" many other server hosts are more affordable and better support just saying XD. good luck with your search.

Profit companies like mcph have easier to use ftps, better host locations, and have a reputation they want to uphold. Personally idc if I get a lot of hate for having an opinion, I just like easy to setup and use.
Let me say that mcph uses multicraft. which is 99% of what all minecraft server hosts use here... MCPH doesn't have a reputation to uphold unless you want to pay tons of money for a decently running server, instead of paying efficiently to other host companies that are proven to have much higher specs than mcph.
Host locations, many other host companies big or small have a variety of host locations. Some european, some canadian, some international, some only USA. etc.
I'll stop replying as i dont wanna blow up and you're a mythicmob client, but I really advise against using MCPH just because it "is easy to setup and use" and they "have a reputation to defend"
