Not always, if someone is banned for ban evading yet they exposed a scammer, their post is very important

Just because they got banned does not mean their information is false. Sure, it means it should be questioned, but if you really want to get rid of them you should just report them.
Honestly, a banned user saying something negative about you is either reportable in the first place, or is not strong enough to be fit for removal. In the latter case, them being banned also detracts from the validity of their statement. If it was a vouch, itll be as if it was never there. if it was an accusation, it will look like a spiteful statement unless there is proof. if there is no proof, it might at most cause people to think, which is a good thing even if its immediately ideal for you.
