Ability to inform users about resource terms of service changes

Pretty straight forward, add a button or automatic feature that would send an alert to resource buyers about any terms of service changes.

There could also be a snapshot taken of the terms of service when the purchase was made so those old terms would still apply to the buyer even after terms have changed. Not so sure about this but I guess it could be useful.

I feel like it would be better to simply require customers to agree to the resource's TOS on downloads after their first one. The first ones should be bound by the original TOS they purchased with as the resource author is not obligated to provide additional copies after the first, thereby allowing them to set new terms.

Then there should be a way for resource authors and resource buyers alike to view which version of the resource's TOS was in place when the purchase was made, this can make a significant difference to cases such as scam reports or chargebacks, etc.

At the moment we aren't planning to do any more development for our site until we can migrate to XF2 since we'll have to rewrite everything then. Perhaps once we move to XF2 and have fixed all the bugs that come with that and have more time for some new development we can work on this, but for the moment this isn't something that we can justify the development for.
