Ad is still marked as "queued" but there aren't 5 stickies in the forum?

Why is this the case? I'm posting a thread about management services, but the forum I selected to advertise in does not have 5 stickies? It only has 3. But I can't even pay for the invoice because the invoice isn't listed. What is going on here...?

This isn't a bug, this is due to other people being in the queue before you who are given the option to pay for their advertisement before you because they submitted it first. After a few hours go by you should get it no problem.
