Add a dislike/thumbs down rating

Basically we have a :tup: and :tdown: emoticons. We should have a like rating and a dislike rating ;D. With this, we can show that we don't like a certain opinion or service or anything, without having to reply :tdown:.

I think the reason we don't have that is because some assholes would abuse it and rate a bunch of threads with that, but then again the funny rating is used a lot as a negative rating so I don't see the point in not having it.
