Add a rule against posting multiple recruitment threads

We've all seen it many times. New setup companies pop up all the time, and many post far too many recruitment threads. I think there should be a rule that limits these accounts to posting only one thread recruiting new people (or one every month/week/whatever). In the recent threads, I want to see more than one thing repeated over and over again.

No hate on this particular user. Just an example of what I mean.

Five minutes later, Billy has created over 10 recruitment threads, all on different sections of the forums, asking for the same exact thing on each one of them.

no need for a rule for every little thing, simply report them as spam if there's more than 1 in each section. if there's not more than 1 in each section, there's not a problem. Just because you regularly visit other sections does not mean the people they might want to reach do. I mean, I hand out almost solely in building and builds, as compared to the others.

Honestly, if we added a separate rule for every minor infraction we might end up with more than 100 rules.
