Add ability to have an external download URL for resources

Add the ability to have an external download URL for resources like spigot does:

This makes it easier if you have the same plugin in multiple platforms as you only need to update it on your website.
(Obviously you will still be able to upload the file and download normally)

MCM can moderate downloads whilst the download link is on the forum, they cannot when the download link is external.
When resources are being reviewed MCM can also check for viruses before risking the environments/systems of the resource moderators - this also cannot be done through external links reliably.

Pretty stupid idea overall. In terms of the file size limit argument to this, it's high enough that 99% of resources don't have to concern themselves with it as well.

True, didnt think of that, I suppose it is harder on mcm staff.

As for jars being put behind alot of ad links, I wouldnt expect to see this as most resources on spigot (Who have this feature) just use the normal file upload. Its just alot easier if your wanting to have a ci server as you dont need to continue to update the plugin on here, especially if your putting the plugin on multiple websites, just makes life alot easier

As others have said, this has been suggested and denied multiple times. I understand the appeal that this has, but we really value the safety of our users and want to ensure that there's no content being uploaded that could harm users. If the files are off-site, then they could be downloaded and then changed and we'd have no way to confirm it.
