I did not initially think this would be necessary, but apparently it is.

It is EXTREMELY obvious that it is a direct copy with only some minor modifications, most of which relate to content.
Yet, since it is not technically against the rules to post something on your service thread that's not your own creation, as long as it's not something you're trying to sell, reports get rejected.
If this were allowed to continue, it would kill the entire thread-designs and logo business since anyone could get away with stealing someone else's thread design or logo.
On another note, something "technically" not being against the rules but breaking the ToS or going against it should not be tolerated simply because there is no explicit rule for it. That would encourage people to slip between and bend rules and get away on technicalities.
The passage that applies here is:
So TLDR: Forbid plagiarism of another member's (or third party's) content explicitly in the rules, or start enforcing rules/ToS in a way that has the same effect.
