add "memes" section under discussion

Yo we need a memes section, it should probably be placed under discussion.

Why? We all need memes, and memes are really fun and user engaging, it would be cool if you could add a downvote/upvote system for memes, like they do in reddit.

but being a sub forum of investments and loans would also work as a location.

The General Discussion forum already works as a 'meme' forum so.

I'd rather keep MC-Market at least semi-professional with our forum categories, and if you'd like to post memes then just putting them in general discussion works perfectly.
