Add search function to resource page

A search by tags and/or title in resource listing pages.

If you wish to search for a specific kind of resource, you currently have to either use the browser's built-in search feature and go through pages iteratively, or use Google's "site" operator. Both of these alternatives are suboptimal.

The functionality of it is good. Would like to see a prompt for it in the resource listing pages or resource index page.

In our migration to XF2 we hope to be adding a better filtering system for resources which should resolve this issue.
