Add setting to set a default "language" on submissions

I see Language was added to submissions and it's another box to worry about, what if in Preferences we could set a default to be auto-selected

Technically speaking, every Filtering option(like version) could have a "default" that we could change at any time when we need to

Taking the language example, what we don't want to do is incorrectly fill in a default which would be misleading to buyers like stating a Spanish-only configuration is actually English. Given the field is only required to be filled in when you next go to edit the resource, and the resource isn't taken down nor are purchases blocked, the way we've got it currently seems pretty reasonable.

I get it might be a bit of an inconvenience when we add filters but they should only take a couple of moments to fill.
