Adjust Rule 5.7

This rule states to not ask for vouch copies if someone is not offering it.
The second part of this is:
If someone is offering vouch copies, do not reply to the thread asking, but send the OP a private message instead.
This rule should be adjusted to make it not as harsh (specifically totally removing the second part of the rule). Probably a good 5% of people actually follow this rule, and most likely the highest unfollowed rule, and if enforced as much as sb rules, would give people warning points left and right.

I think that this is a beneficial change for us to make in the future. If a user explicitly says that they are offering vouch copies on their thread, then I suppose they wouldn't mind receiving a whole bunch of "vc?" responses. If they do have a problem with it, they can specify that they'll only accept them through PMs.

I'll move this to pending to discuss this policy change with the rest of the team to implement an amended rule of:

5.7 Do not ask for vouch copies on a thread unless the author specifically states they're offering them.

(or something like that, with more polished language)
