Advanced Questing/Npc Plugin (RPG Experience)

As the title states, im seeking for someone to develop a questing plugin that is based off of an npc plugin; with gui for easy quest-creation and npc-creation.

Some aspects I hope see within this

- Forced dialogue (cannot move, speak, open inventory)

- Forced face npc

- Vicinity quest activation (forced dialogue and npc facing)

- Gui (Wanted, not needed)

Here, i'm going for a Skyrim like experience

- Bonus!

I'm also looking for a HUD at the top of the screen that displays quest markers and landmarks(similar to Skyrim), maybe this is highly advanced for a Minecraft plugin. But if it can be done i'm willing to pay top dollar for this.
