Advertising help (rebuilding a community)

Hello,
I own a small prison server, building a player base for a small prison server is very hard. This spring we had a good 10+ players on at a time, now I struggle to get 3, what can I do to rebuild my community?
For those of you who are wondering how we lost our player base, we had a problem with the hosting company (Thanks mcpro) and we were offline for about a week, in one week we lost 80% of all our players, then the rest left shortly after.

I have tried posting on pmc, etc. But I don't get much of a response, maybe 5 players.

Budget: Honestly I don't have much of a budget, 20$ would be the max. What size of a youtuber could I get for that? How many players can I expect them to bring in?

You can get a 1k YouTuber for around that, but not going to lie if you want a Large server the best thing to do is wait keep saving up you're money and purchase a video from a Large YouTuber and on the way you're community grows as well as you're earning money. Sadly a server community does not just join without a Large budget or you are close with people willing to help as a friend.

Sadly I would love to make it 1.8+, but our gameplay requires 1.10 features, (custom weapons, guns, ect.)
