Honestly start with some people you know to get some playerbase. Then some discord ads to build that up then streamers during release and you tubers after (Depending on budget would get lots of small or a few big). Best of luck and if you need more help or anything just dm me.
I agree with Scroll, I'm currently looking into Marketing Management, and the most useful strategy is to purchase discord advertisements. If you're opening a SKYBLOCK or FACTIONS server, try aim for the Island Recruitment & Faction Recruitment Discords. Many people in the Facs Discord play both game modes, so you're also getting more members than what you would by posing something like prison.
For YouTubers, don't purchase them unless you've thoroughly looked into them. Many bot these days, and claim to be bigger than what they are. Streamers could be somewhat beneficial, but only for the release and 1/2 times a week. Don't spend a lot of these, if they have a shit VB.

Well, it's really simple. Do the following, add your server to server lists. Some good ones: https://minecraft-server-list.com/ and https://minecraftservers.org/ Purchase a top slot on a server list. Pay content creators. It's an expensive way to advertise but it works really well sometimes. Just make sure like Lee said, don't go wasting money on fake content creators whos fans are bots. Things you should never do would be something like spamming on other peoples servers this goes for Discord servers(unless allowed to), game servers and the website of the server... That's the lowest of the low for any server owner and a good way to grow the wrong type of following/player base.
