What mc version are you wishing to build the server on? Are you willing to spend money on the builds and some premium plugins?

I don't have a particular builder in mind that you can use, but roughly 50-150 would be spent on builds. The plugins I can recommend are the defaults:
ASkyBlock, AntiAura, BuyCraft, Essentials, WorldEdit, WorldGuard. Those are on top of the head that I can name, but the basic one you will need is ASkyBlock for the skyblock gamemode. AntiAura is an anti cheat system that works fantastically. Buycraft is for donations, Essentials is for the user/admin functions. WorldEdit/WorldGuard is for the protection of the spawn as well as some fun commands
