Advice - New Factions Server

Hi, I'll try to keep this as short as possible.

Two years ago, I ran a small factions server and probably spent no more than $20 to get started. I made a couple hundred $$ and it was pretty easy to get people to join the server. I am aware that it is much harder to do this now as everybody and their dogs are creating faction servers. I created a server again that is very well-made with a few custom & premium plugins. Before anyone starts saying that its just some generic, crappy factions server, I don't care about the development of the server as I already developed it. I am a designer, so I don't have to spend any money on graphics, and the server gives a good first impression when one first joins.

I plan to message everyone from my old server (email list, enjin list okay I used enjin chill, skype), but how do I get more players? I am hoping to eventually get a server with a 10-20 player base. How should I go about this?
I have up to $500 to spend, though to start I am willing to spend about $100. What should I spend this on? Should I have paid advertisements and if so where should I run them? Should I still use enjin, at least for starting off?
