Spigot, it's similar to bukkit, but adds onto it. I don't prefer modded/forge because it requires all players on the server to get mods which may become tedious and less appealing in regards of entering said server while spigot or bukkit would only require the server manager to upload the plugin. Once the plugin is loaded, no players will need to download anything to play(unless resource pack) and can play however they like.

Forge is for mods, not used for hcf generally
Spigot is generally used now as it is like an upgraded version of bukkit and supports alot of plugins which are needed for hcf
I would recommend spigot and a good hcf core

for hcf i think the best option is paperspigot, paperspigot have broken timings but if you can get a dev to fix them and improve knockback and some other things will be perfect

you mean zSpigot your fork is better with /knockback addon xD anyway btw zspigot /knockback for Y is not working and also is not saving it , for saving i find a way but for Veritcal (Y Knockback) there is no way xD
