AirStrike Plugin (I NEED TO KNOW WHAT THIS WILL COST BEFORE I GO WITH SOMEONE)

Plugin Ideas:

Air Strike:

Ability to select cords where the air strikes will happen:
- Select with a wand 2 points

Once the Areas are selected, in the config you will be able to setup what items are dropped, and how much of each thing etc.
Also, once the items drop to the ground, they will be there for 15 seconds, and then they will disapear
Must have at the least 5 people on the server for an air strike to happen.
Ability to set when another air strike will occur (In seconds)
A nice user interface.
I want a GUI with a feather in their for the "Air Strike" thing, and it will tell people their "Air Strike Balance". Basically I want people to be able to buy airstrikes. Along with me being able to set a weekly one to run every satuday or sunday.
In the GUI, it will have Yellow and Gray glass (Light gray) with a feather in the middle. I want when you hover over the feather for it to look like this:

Within the config, when setting up what rewards I want to fall down, I want a % based system, so it will not always be the same rewards each time. And, I want to be able to just set a list of commands to possibly execute, however not all should be used each time, but it can repeat ones each time.


Also, when an air strike is called in, it will globaly announce it in chat, telling people an airstrike will begin in 30 seconds, come to spawn. Or something along those lines.

When the AirStrike happens, I want "Explosions in the air", and then the items to drop down to the ground. Then, once the 15 seconds of the items being on the ground is up, I want another explosion to clear them away. All of this should be able to be done by the particles and sound effects stuff, as I do not want random TNT falling on the ground at spawn.

The command for this plugin would be /airstrike (This will open the GUI)
/airstrike help will give me a nice message place, basically giving me what commands I can use:

/airstrike help (Opens this tab)
/airstrike (Main command, opens the GUI)
/airstrike reload (Reloads the config)
/airstrike time (Tells you when the next scheduled airstrike is)


Permissions needed for this plugin:

airstrike.open
airstrike.time

(/airstrike help and reload will be an OP only command, they will default the perms for it. No need to make any)

I feel like 35-45 is a fair asking price IMO.
