Its perfectly understandable. You can look at it as a high risk high reward thing. Who are you to say that thats not how it works? If the seller chooses to deal in such a way, he has the fullt right to do so, and its understandable if some sellers want to do just that.That's not how it works... increasing it by $3 is shouting out to create a chargeback there's no reward, it was his decision to make a 1% exchange rate, and hasn't mentioned anything in his post to increase it, the title says reputable so you'd expect him to deny anyone that he doesn't seem worthy (which is overrated because a lot of people exit scam), he still chooses to deal with them regarding if scam reports are opened. So no, it's not understandable it's confusing and unfair.
