Make it so any member in the conversation (PM) can add a staff member no matter what the conversation starter set as permissions.

Let's say I file a scam report on somebody but, all I have are screenshots of the conversation or its just to long to take photos. Doing this will allow anyone to add M6 to the conversation.

If you would ever watch a scam report going on you could see that M6 has been asked this many times. All he says is he needs to be added by the conversation starter

I don't see any particular reason not to do this, unless it turns out to be extremely difficult. This should only work for full mods and up though. Chatmods can hardly do anything anyway.

This does sound useful, but we will need to get something custom made for it I'm pretty certain. I'll move this to pending for now to be added in a future update.
