Allow banned users to create accounts to appeal with _temp after their name.

I think banned users should be able to make an account with _temp afterwards, in order to appeal their ban. Tulip_temp, would be mine for example. They then could talk to the staff member. If they didn't use this format, they'd be banned. If everyone used this format, people would know who was banned and who was not. If this is not implemented, I think we need to implement some sort of appeal system.

We don't allow the creating of multiple accounts and this would just be a loophole to allow people to create multiple accounts and use them for reasons we prohibited the creating of multiple accounts in the first place. Just my two cents.
