Allow general discussion threads to be "Upped"

As said in the title. In my opinion it would help people like Doubt and I to not shit post on our thread to make it be seen again.

I don't see why not.
Maybe add a longer delay between each 'Ups'.
But it should be allowed.

Upping threads is used for people to get their businesses or items sold on the site, and that was the main goal of introducing the up threads button, I'd rather not have it spammed up with forum games and stuff like that.
