From my understanding, it's disallowed because of potential problems it could cause, such as more users impersonating staff. There's also potential liability problems with staff of MC-Market middle-manning, if something goes wrong.

Staff can not middleman as it just creates more imposers, it makes it worse, thus, I do not middleman anymore.
