Allow resource owners to see downloaded list

Currently resource owners can see how many people have downloaded their resource per version, however they cannot see who has downloaded it. I believe allowing resource owners to see who has downloaded, and when they downloaded can help with finding leakers, and maybe a few other things.

This would not be a hard to implement idea as i'm sure you already keep track of it but just do not present a list to the owners. This has no cons I can think of and only pros to introducing this feature. I'd love to see feedback on this and hope to see it introduced in the near future.

Honestly, little to no point in this being added when the resource placeholder injecter is an option. The most you can use that list for is to compare against leak post dates which isn't always reliable since anyone to hold on to a resource (or use it) for a period of time then leak it. The resource injector already simplifies the process to downloading the leak and identitying your leaker or contacting staff to help you identify the leaker. I used to advocate for the same idea, but again, no point in this anymore.

I can definitely see the appeal of us implementing this, however, I believe that the cost of us custom developing this (both time and money) outweigh the benefits that this would add. We have tonnes of custom development in our queue to do that is simply a higher priority than this so we’d never end up finding the time to develop this.

Additionally, at the moment we aren't planning to do any more development for our site until we can migrate to XF2 since we'll have to rewrite everything then.
