Allow SB to all

If all members could have SB it would be better. I don't want to spend money just to chat and it helps to see if the chat mods are doing their job.

I want it because I want to talk with the community but ts unfair since we need lay to talk while on every other forums you can just talk. This would make the jobs on mods a bit harder and to see if they really work or good off
