Allow sellers to buy stickies in other sections

I wanted to buy a sticky for a thread that I have in "Other Services", but I wanted to get it in the "Other Products" section. It would be really helpful if we could get stickies in sections outside the one section that we originally created the thread.

If you're selling an "Other Service", then the thread belongs in "Other Services", it doesn't belong in products, so it would make no sense to sticky it in products.
Same with any other forum.

Your thread should only be stickied in whatever forum your thread belongs in; not anywhere else.

Especially now that there is such a huge difference between the prices of stickies in other forums ($2.50-$30.00), the stickies aren't transferrable.
