Allow usernames of permanently banned users to be re-used

If the user has more than 500 posts, they must have been banned for 2+ years.
If the user has 500 or less posts, then they must have been banned for at least 1 year.

This is to ensure that enough time spans between usages that the next user to take the name doesn’t get immediately associated with the identity of the previously banned user.
