Allowing Loan Services for new members

So basically I want to create a loaning service, but can't because I'm new to MC-Market. However, I think new members should be able to create threads but only use the "Shop" or "Offering" tags in loans. I don't see a problem with this. So yeah. What are your guyses thoughts?

Say a new member loaned someone $20 to buy a new pair of shoes,
The guy pays back $30, and the new member chargebacks the $20 (and wins).
The other guy is in negative balance, and this guy made $20.

Depsite how much I need a loan, I really don't think this will be a good idea.
Lots of members that are "semi well known" 40-50 posts would most likely exit scam for anyone over 20$ imo

This is about offering loans, not giving.

I know im not dumb but isn't offering the same as giving. If I offer you a donut, I'm giving you a donut to take if you want it? You said "This is about offering loans, not giving." wtf?

basically new members are not at a standard to be fully trusted as many are just here to scam, or they're ban evaders that want to continue to violate the rules.
