Alt Generator .exe

Hello,
I'm in need of a dev who knows Java and C## and can code an exe alt gen connected to an online database where I input accounts, I need a quote for this. I don't have an ideal price but it has to be reasonable.

Yes I have around 400 accounts but I need a exe linked to a site where the database is held or however this stuff works.

You just want the exe to grab random accounts from the database?

Basically in a way, I would put accounts in and it would take a emailass account and put the login emailass in the gen and have a copy button.

I could make this, but in pure java. So the ui is in swing. I can make it an exe, but you just have to have a jre installed.
