3.1 Do not attempt to promote any servers or external websites in shoutbox unless via an MC-Market thread link.
3.1.1 Do not advertise any external websites which are not portfolio/team sites for services currently offered on MC-Market.​

Find 3.1.1 to be somewhat misleading and unnecessary. Could potentially lead to users not reading 3.1.1 and posting any links.

Also a rule needs to be added under 3.1 that shows exceptions to this rule, for example links ending in .jpg, .png and .gif should be allowed provided they're in context / add to the conversation so that users are allowed to post screenshots - something that is overlooked at the moment.

3.1.1 simply extends rule 3.1 to specify exceptions.

Neither of these rules attempts to prevent anyone from sharing content/media through external sites. Images, being the example that you used, are linked in order to share the image, not to advertise/promote the site, and that is why the rules don't cover them, because they aren't supposed to.

The rules are phrased only to restrict the advertisement/promotion of external sites themselves, unless through an MCM thread link, or if the site is a portfolio/team site for services they offer on MCM, as explained in the provided exceptions.
