According to the forum rules, no. If caught they more than likely don't care the reasoning behind it you'll get punished for it.

I had this same issue, completely forgot I had another account with 0access to it. Made a new one and got banned.

After my reasoning during the appeal, I was unmanned with warning points that expire sometime next year.

I had I believe 2 other inactive accounts I made around 6 months before I made this one which I didn't use, got warning points but this account wasn't banned, my older accounts were
