Hi, I'm looking to make an Anarchy server for about 8 of my friends (including me), could anyone recommend some plan / hosting providers

If you're with about 10 players and want to run 1.16, you'd probably be best looking for a VPS that at least gives you some nice processing power. You can also do some nice optimizations such as using Paper (rather than Spigot) and follow an instruction on how to optimize that even further.

If you want a VPS, there are tons of places to get them. If I were you, I'd pick a company that started at least a couple of years ago. That'll increase your odds of having good stability (of course depending on their reputation that they've built up the past few years). Probably OVH, Hetzner and DigitalOcean.
