Animated banner edits?

Can Animated banners be edited with just the .gif file?

I want to get the text changed on my banner.

If this is possible, Anybody willing to edit it for me? ..
If this is not possible, Anybody want to design something similar?

Unfortunately they can't be edited with just the .gif, they need the project file of them.
I could definitely make something similar, it's not a particularly intricate design, maybe like $10-20 (I work for $10 an hour)
