Animations for website - Paying

So, I'm looking for an animator to make my logo bounce up and down on my website (portal page). Also, I want some rain or snowflakes like falling down the screen and maybe some music (just want some unique/interesting things). I'm not an animator, so I'm not sure if all this is possible. Looking for someone professional but cheap, who can suit my needs. All animations should only be located on the portal. Obviously paying..

Could I also suggest for your portal page you make the labels for the Home, Forums, Store, Support look a little better? Currently looks like someone has used Microsoft Word to put them there (No Offence)
