I own a decent sized discord, I want to give people perms but I want the bot to automatically ban the user if they ban for example 5 people in under 60 seconds, or remove a certain amount of channels.

make sure that only the Owner of the discord can disable the security.

I believe the bot wouldn't be able to ban as if someone has the administrator permission then only the server owner can ban people I THINK I may be wrong.

If they have a higher role they can

Create a role that only has kick and ban perms and give it to everyone; then make individual roles for people. No one can kick or ban each other because they're all within the same permission role group.
