Anti-Lag

Looking for a plugin to do quite a few things, please don't recommend me to ClearLag or anything, I'm looking for a custom one.

Budget: Can be decided, it's not low by all means; but I'm not offering until we discuss further. Please PM me with an offer.

Features it must include:
1. Detects amount of primed TNT in a chunk and notify's people with the permission, (Amount of TNT, coords, and possibly players in that chunk) Has been done before, I just lost the plugin and the person who coded it for me I cannot contact.

2. The basic feature of clear lag, removes entities every x amount of seconds with warnings ect, also detects when there's more than x amount of entities and removes them if the number is too high.

3. Must have a basic /tps command, live TPS, not 1 minute ago ect. Really simple.

4. TPS detector, if the TPS drops below x the server will toggle configurable commands. This should also have a wait feature, my old one did but like I said, the person who coded it for me I cannot contact and his old website is down.. Anyways, it would be somewhere along the lines of this in the config:
TPS:
tps: "x amount"
command: "x"
command: "x"
wait 15 seconds
command: "x"

Except converted to however that would look in the yml, I don't code.

5. Configurable messages.
