This plugin off spigot works fairly well for me VPNBlock (Link).

I can't find a good anti vpn plugin but IpWhitelist and VPNblock on spigot is pretty well. It's not going to instantly block someone right when you install the Plugin but if you see people on proxies or ban evade etc Will help a lot with free vpns
