No i mean the plugin has to blacklist any ips that are coming from known vpn companies. So if a user is connected to a vpn/proxy they cannot join, unless they are whitelisted by an owner/admin

I have a VPN that bypasses everything. You should be able to find one that blocks VPNs like Hotspot Shield.
